USER’S GUIDE

 

 

Introduction

 

İzmit VTS has been established in accordance with applicable  national and international rules and regulations in order to improve the safety of navigation, protection of life, property and environment in the İzmit VTS area by using latest technology. The User’s Guide has been prepared in order to enhance the safety of navigation, life and properly of vessels navigating,anchoring,berthing and unberthing (partly information) within İzmit VTS area stated in its content and protect the marine environment and structures located at sea from negative effect of marine traffic and prepared in order to determine the procedures and bases that they will be responsible of and provide the information needed by considering the efficiency of maritime traffic. This Guide is to be used by taking the Application Instructions of İzmit VTS.

 

Operation

The İzmit VTS shall be operated in accordance with Port Regulations, The İzmit VTS Application Instructions and Regulation related with Establishment and Operation of Vessel Traffic Services promulgated in the 26483 numbered and 18 February 2007 dated Official Gazette by taking the IMO Resolutions A.857 (20) and A.827 (19) into account.

Services Provided

The services provided by İzmit VTS area have been determined by taking the related IALA resolutions and recommendations into account and İzmit VTS provides the Information Service, Navigational Assistance Service and Traffic Organization Service with IMO Resolutions A857(20), A851(20), A.827(19)  Regulation related with Establishment and operation of Vessel Traffic Services and requirements for quality management standards TS EN 9001; 2008

 

Services Area

The İzmit VTS covers the area;

The western limits of the İzmit VTS are the lines connecting the following positions.

A  : 40° 52.30’ N / 29° 13.57’ E

B  : 40° 48.44’ N / 29° 08.96’ E

C  : 40° 39.66’ N / 29° 08.66’ E

The Eastern limit of the İzmit VTS is the completely covering east part shoreline, towards end of the Bay of İzmit.

The İzmit VTS covers the area indicated in figure number 1.

 

 

 

 

 

 

Active Participant Vessels;

Except local traffic, all vessels carrying dangerous cargo and other vessels more than 20 meters length over all (LOA) shall comply with IZMITRAP reporting system.

(See IZMITRAP : pages 7,8,9)

 

Passive Participant Vessels; vessels less than 20 meters Length over all (LOA) and vessels in local traffic (not carrying dangerous cargo on board) within the İzmit VTS area are called ‘Passive Participant Vessels’.These vessels are not active reporter; however they must listen continuously VHF channel of their own sector and obey the instructions given by the İzmit VTS within İzmit VTS area.

 

Caution

Within the İzmit VTS system an ENC and Google Earth 3D charts prepared based upon WGS 84 datum is used. Participants using charts of a different datum should make the necessary datum corrections for the positions given by the İzmit VTS in latitudes and longitudes.

A vessel navigating in a traffic separation scheme shall proceed in the appropriate traffic lane in the general direction of the traffic flow for that lane.Vessels shall obey the two way traffic rules where there is no any Traffic Lane or Separation Zone.

All vessels navigate with caution in the combining the coordinates of the sea area to the Traffic Separation Schemes due to joining and leaving from North and South.

SAILING PLAN 1 (SP1) REPORT FORM

 

  • All Turkish andforeign flag vessels engaged with international voyages and all ships of 150GTor moreengaged with domestic voyages exceptlocaltraffic which intend to enter shore facilities in VTS area shall submit SP1 report at leasttwenty-fourhours prior to entering VTS area.If the voyage time between departure and arrival ports is less than twenty-four hour, vessels shall submit this report immediately after departure.This report should be submitted to İzmit VTSC and related Port Authority via LYBS Report System .

Commanders of warships and Masters of state-owned vessels (not used for commercial purposes), vessels length of 20 meters or more, shall submit an Entering Report / SP-2 Report to the İzmit VTS via designated VHF/RT channel 18 (sector YALOVA).

After Entering Report / SP2 Report, vessels shall take into account of information provided by the İzmit VTS.

Communication Language and Format

The communication language of the İzmit VTS is English and SMCP shall be used in order to ensure an accurate communication.

Turkish can be used for the communication by the Turkish vessels and vessels navigating with pilot.

In circumstances that İzmit VTS operator deemed to be necessary, he may repeat a message in English to Turkish and/or vice-versa.

When communicating with the VTSC, participants should pay attention not to speak rapidly and to pronounce words correctly.

İzmit VTS shall operate in VHF channels 18, 19 and 20 (under normal condition).

All communication except for the SAFETY OF NAVIGATION on these channels is forbidden.

As a general principle within the İzmit VTS area, there should be no communication between vessels and data flow should be conducted through İzmit VTS. Working channels of İzmit VTS should not be used other than its purpose.

Keeping in mind that the positions of all vessels transmitting on VHF are located through VHF/DF by the system and all communication is recorded.Participants should avoid unnecessary communication and always obey the discipline of communication.

 

 

Vessels; shall follow the instructions given by relevant İzmit VTS sector, unless there is a disagreement about safety. If master would not obey to an instruction due to safety reasons, he/she shall notify this situation to İzmit VTS with its causes.

While providing these services, the İzmit VTS shall at all times respect the master’s ultimate responsibility to control his/her vessel and shall not interfere the traditional master-pilot relationship.

Taking into consideration that all decisions concerning the safe navigation of a vessel shall be sole responsibility of the master; Information, Recommendation, Warning and Instructions provided by the İzmit VTS shall not relieve the Master’s responsibility to command of his/her vessel with his/her professional knowledge and skills.İzmit VTS shall not be held responsible for decisions and actions taken by the Master.

 

SERVICES PROVIDED

Services provided by İzmit VTS have been defined by considering the regulations and recommendations of IALA related with VTS.İzmit VTS provides Information, Navigational Assistance and Traffic Organization Services in accordance with A857(20) and A.827(19) regulations of IMO.

 

 

 

Information Service

 

-Marine Traffic information

-Position of a vessel in relative to other vessels

-Position of other vessels by means of distances from own vessel, course and speed over ground.

– Information about intended movements of other vessels

-Notice to Mariners

-Meteorological information and current situation

-Information about the reported status of aids to navigation

-Any other information when deemed necessary by the İzmit VTS

 

Navigational Assistance Service

 

Navigational Assistance Service will be provided when severe meteorological situations have been observed, deficiencies or breakdown have occurred during the passage of the participants, when required by the masters or when deemed necessary by the İzmit VTS.With regard to the safety of navigation, decision making process on the bridge of the participant vessels may be assisted by providing the following information.

 

-Position information in order to ensure safe navigation of vessels navigating within İzmit VTS area.

-Information about movements of other vessels in the vicinity.

-Warnings with regard to dangerous situations that might develop.

 

The beginning and ending time of the navigational assistance service must be clearly agreed and recorded by the masters and VTS operators.

 

Traffic Organization Service

-Vessel Sailing Plan and its entry permission time and date.

-Any changes in the Sailing Plan

-Necessary operational information to the vessels before entering the İzmit VTS

-Operational information to all vessels in İzmit VTS according to the İzmit VTS Application Instructions.

 

Vessels which are not providing timely and accurate information, disrupt the regular flow of maritime traffic and may expose to delays and penalty procedure. After all, vessels not providing timely and accurate information may create risk in terms of safety life, property and navigation by endangering not only their own vessels but also the others.

 

All these services above are provided on request of vessels or by İzmit VTS as deemed necessary. İzmit VTS cannot be hold as responsible related with unclaimed  services.

 

PROCEDURES FOR SHIPS

 

In General

-SP1 reports shall be given to İzmit VTS in accordance with İZMİTRAP

-SP2 reports shall be given to İzmit VTS in accordance with İZMİTRAP

-Position and Final Reports shall be given to İzmit VTS in accordance with İZMİTRAP

-AIS device should always be kept in good working order within İzmit VTS area

-VHF channel of the current sector should be listened during navigating, anchorage or while at berth within İzmit VTS area

-Vessels navigating within İzmit VTS area should continuously monitor all related broadcasts and informations, recommendations, warnings and instructions given by İzmit VTS.Vessels should take into account in terms of safety of navigation, protection of life and the environment.

-Vessels navigating within the İzmit VTS should report all observations related with safety of navigation to the İzmit VTS

-All the vessels navigating within the VTS area should report any extraordinary actions they may deem it to be necessary (2 hour or more changes of ETA, breakdown, necessity to navigate out of TSS for any reason etc.)

-All communications concerned with pilotage service should be performed via VHF channel 12 for Yarımca/Darıca Pilot Station and VHF channel 12 for Tuzla Pilot Station.

Anchoring and Leaving the Anchorage

-Anchorage area is determined / acknowledged by the İzmit VTS

-Anchored vessel should report to the relevant VTS sector about her anchorage position and time.

-Masters should act according to the requirements of Guidelines for taking a safe anchorage shift by force of the concerned STCW and IMO circular while they were at anchor.

-Sector VHF channel should be continuously listened while being at anchorage area.

-Vessel should inform the related sector one hour prior to heave up her anchor

-When vessel’s anchor is aweigh , she should notify the time of heaving anchor, arrival port .Vessels  also should take information about maritime traffic.

 

Berthing and Unberthing

-Vessel should notify the time of berthing to the relevant sector while being alongside to any port at İzmit VTS area.Listening to the sector channel is obligatory while being at port.

Vessel leaving the berth should report their time of departure, arrival port to the relevant sector and should proceed by having traffic information.

 

Overtaking

Vessel which is in the necessity of overtaking other vessel ahead of her, should take permission from the relevant VTS sector. Passage permission given vessel by the VTS sector, shall try to pass the vessel ahead within the single course.

However, the vessel will not be overtaken between crossing the Bridge the Bay Of İzmit.

 

Slowing Down

-Immediate notice should be given to the relevant sector when a vessel has to slow down within VTS area.The VTS center provide information, recommendations and instructions by evaluating the traffic situation.

 

Overtaking another vessel

A vessel which intend to overtake another vessel, shall obtain permission from designated sector.Vessels which obtained permission shall complete overtaking as possible as on a single course.Overtaking is not permitted in Osman Gazi Bridge area.

-Crossing the Bridge the Bay Of İzmit Region; from the Bridge between 1 nautical mile to east and 1 nautical mile to west total 2 nautical miles of the sea area.

-Vessels shall not overtake another vessel in crossing the Bridge the Bay Of İzmit Region.

-Maximum permissible speed is 10 knots If vessels in crossing the Bridge the Bay Of İzmit Region (critical area).

-Any vessels (including of Local Traffic) do not approach to the Bridge Piers more than 100 meters.

– Vessels shall not pass under the Bridge the Bay of İzmit which has 60 meters airdraft or more.Passage of vessels which has airdraft between 56 and 60 meters  will be designated by the local maritime authority in accordance with the additional passage rules.

 

Reporting Accidents

-An accident  occurred within the İzmit VTS area should be immediately reported to the VTS in her own sector by both the vessel(s) involved in the accident and the witness vessel(s).The İzmit VTS is the first contact point in terms of the necessary precautions that can be taken to minimize  probable loss of lives and property in the accident and to protect  the environment.

 

In case of Run Aground

Vessel running aground within the İzmit VTS;

-Immediately notify the relevant sector

-Never make intervention to such operation like; refloating operations, ballast operations,cargo discharge/transfer,use the engine except necessary precautions for the protection of environment and safety of life provided that no using any chemical material,and waits information/recommendations/instructions from VTS center.Vessel run aground is liable to obey instructions given by the VTS center.

-If the master request to salve the vessel by her own means, she is liable to submit salvage plan to Technical Committee in maximum 6 hours after getting underwater survey report.

 

In Case of Failure

Vessel making failure within the VTS area;

– Immediately notify the relevant sector

-In case of failure for a short time and if masters declared their vessel is safe for navigation , İzmit VTS can give permission to the sailing.

-Vessels which has to drop anchor out of the Traffic Separation Schemes in İzmit VTS due failure or any other emergency situation ,maximum 72 hours given to the vessel in order to repair herself .And if vessel can not eliminate the problem by her own means within this time period, she has to obey instructions given by the  VTS center.

 

Reporting Incidents and Marine Pollution

If any incident occurs within İzmit VTS area that may affect the safe maneuver capability of vessels negatively or if any situation occurs which may expose to a danger to the marine environment and surrounding areas, situation should be immediately notified by vessel(s) to the VTS in order to take necessary precautions on time.

 

Local Marine Traffic

Ferries,conventional ferries,sea buses,passenger boats engaged in regular voyages,tankers,delivery oil bunker fuel-water supplies to the vessels,pleasure crafts,fishing boats,agent boats,boats belongs to government,tug boat,vessels belonging to non-governmental organizations,vessels engaged in underwater and survey operations and all other similar vessels within İzmit VTS area.

All vessels that compose local marine traffic should listen to current VHF channel whether it is under SOLAS convention or not.

 

 

Tele Health

24 hours uninterrupted medical consultation service to all health problems that can be occurred at vessels during the stay VTS area, medical rescue at sea and sea ambulance services are given by the Tele-Health center. (Direct telephone number 4448353)

 

Contact Areas with Agent Boat

Vessels shall not make agent contact in Traffic Separation Schemes.

 

Fishing Boats

Any vessel regardless of her length shall not be engaged with  fishing in Traffic Separation Schemes  and shall not impede the passage of other vessels while navigating outer limit of Traffic Separation Schemes.

 

Sailing and navigating with oars vessels

Sailing, navigating with oars, swimming and fishing within the İzmit TSS area is prohibited. However sailing, rowing and swimming competitions conducted for sporting purposes and demonstrations and ceremonies are subject to the permission of related Port Authorities.

 

Waste Collecting Vessels and Bunker Barges

-Waste reception and Bunker supply operations are carried out by informing the related sector.

-After getting alongside to the related vessel, a report containing the following information should be provided to the related sector.

-Name of the waste collecting vessel / Bunker Barge

-Name of the vessel being served

-Time of alongside

After completion of the operation a report containing the following information should be provided to the related sector

-Type and quantity of waste collected or bunker supplied

-Cast off time

-Related sector will inform vessels maneuvering in the area of waste collecting or bunker barge operations.

-Any leakage or spillage should be immediately reported to the VTS centre so that the necessary precautions can be taken.
